The Labor reform of 2012 transformed Temporary Employment Agencies (private sector) or ETTs (as they are known in Spain), as the intermediary institutions between supply and demand of employment.
Since the reform, Public Employment Services (known before as INEM and currently named as SEPE), subcontract jobs to external agencies, Temporary Employment Agencies (or ETTs) resulting in a more easy brokerage between the parts.

Since then, and in the field of Human Resources, ETTs management with not too many solutions in the market because of its peculiarity, is a demanded application.
